LAMSBD HISTORY

In 1981 the Lake Asbury Community Association, Inc Quit Claim Deed all Lake Asbury, South Lake Asbury and Lake Ryan property to the Lake Asbury Lake Lot  Owners Association..

In 1985, a referendum was held and the majority of lake residents approved the formation of a special district.

Clay County responded by establishing the Lake Asbury Municipal Service Benefit District. Clay County Ordinance 85-33

In 1986 The Florida Legislature created the Lake Asbury Municipal Service Benefit District. FL Ch 86-392 (HB 696), The Charter.

Lake Asbury Municipal Service Benefit District (LAMSBD) was established on July 14, 1986, to maintain the lakes and dams per the Charter for the benefit and enjoyment of the lake residents. In 1991, Quit Claim Deed by Lake Asbury Lake Lot Owners Association (LALLOA) granting 50% ownership to LAMSBD.

FL CH 2010-268, HB 1547 amending The Charter, Charter Revision, FL CH 86-392 allowing the District to exceed the original $100 per lot assessment to $600. A referendum was held and approved by a majority of lake residents. Then in 2022 another assessment referendum was approved by the majority of registered voters to increase the per lot assessment up to $2,400.  Any future increase in the annual assessment must again be approved by a majority of lake residents. The County Elections Office would oversee the referendum.

REVENUE INFORMATION

Taxes and Assessments: At this time LAMSBD can levy an annual assessment of up to $2,400 per lake lot. This was approved by referendum by the residents, October 2021. Any future increase must also be approved by the majority of the residents by referendum supervised by the Clay County Elections Office.

The 1 mill Ad Valorem tax (that was approved by a referendum by a majority of lake residents) is not levied at this time. If needed LAMSBD could levy the 1 mill without an additional vote of the residents since it is already approved. The Charter allows an Ad Valorem tax up to 3 mills, but anything over 1 mill requires a majority vote of the lake residents.

Taxes and Assessments are collected by Clay County, Florida, www.claycountytax.com.  Your Assessment will appear on your property tax bill sent to you by the county or will be included in your monthly mortgage payment.
